I am seeking candidates for the position below on behalf of Pan American Development Foundation (PADF) of Washington, DC, whose program in Haiti continues to change to meet the evolving needs currently faced by Haitians. Please note that French language fluency is a requirement.
Title: Recovery Program Manager
Location: Haiti
Start Date and duration: Must be available for immediate deployment for at least 3 months with availability of approximately 9-12 months or longer.Responsibilities:
- Manage a significant portion of the relief and recovery effort, working directly with USAID/OFDA, UN/OCHA, other donors and US contracted firms;
- Coordinate the distribution of relief supplies through community-based organizations, Haitian NGOs and municipalities;
- Overseeing settlement and resettlement, rehabilitation of damaged housing and transitional housing in urban areas; training of engineers, coordination with Ministry of Public Works.
- Manage donor funds for "cash for work" projects", including temporary housing efforts as part of the recovery program.
- Support or take the lead in drafting concept papers and proposals for the recovery and rehabilitation effort;
- Support the Country Director supervise and counsel Haitian and expat staff in coping with the emergency requirements and relief efforts and implementation of ongoing programs;
- Help recruit new Haitian staff that may be required, especially for a new "cash for work" program or in other areas;
- Primary linkage with the Government of Haiti, public and private sector institutions, and collaborators.
Qualification Requirements:
- Min. 10 years' international experience in post-disaster, or post-conflict, massive short-term employment projects;
- Must have multiple country experience;
- Minimum 7 years of strong management skills in volatile environment, ability to respond to immediate needs;
- Experience in overseeing settlement and resettlement, rehabilitation of damaged housing and transitional housing in urban areas; training of engineers;
- Past experience with USAID and other donors' projects; including technical and financial reporting;
- Past experience in coordination of job creation team; management of sub-grants to partners and to major collaborators
- Project leadership; overall programmatic & administrative management.
- Overall program coordination & integration: design; site selection, scheduling, & work plans.
- Coordination of rapid start-up; organization of offices, staff orientation/training.
- Good articulation with policy makers, press, and policy reform processes.
- Good to excellent French language ability is required;
- Must be available for immediate deployment.
