Profile:
Scott Milne, ESM has been involved in emergency management and emergency service for over twenty five years. Scott, now with the Australian Maritime Safety Authority, was previously an Assistant Director at Emergency Management Australia (EMA), a Division of the Attorney-General's Department, responsible for reducing the impact of natural, technological and human-caused disasters on the Australian community.

As a volunteer in the ACT State Emergency Service Scott was appointed Commander of the Headquarters of the ACT State Emergency Service where he served for ten years after serving as Deputy Commander for five years and held the position of Chair of the ACT Commanders Group from 2002 to 2006. Scott first joined the NSW State Emergency Service as a volunteer in the 1980s where he served as Division Staff Officer Operations for many years, his volunteer career has predominantly been at officer level and spans 25 years. Scott facilitated and delivered the Joint Induction program for the ACT Rural Fire Service and State Emergency Service from 2000 to 2006.

Scott has held senior operational roles, including the ACT support to the Australian response to the Tsunami Crisis 2004/05, ACT Bushfires 2003, ACT Christmas Bushfires 2001, MIR Space Station re-entry 2001, Y2K National Operations Centre 2000, Olympic Volunteers in Policing and Torch Relay 2000, Thredbo Landslide 1997, NSW Bushfires 1994, and numerous floods in NSW during the 1980's.

Scott was awarded the Emergency Service Medal (ESM) in the 2002 Australia Day Honours list for leadership in Emergency and Bushfire Service.

As an employee Scott has held emergency management positions in EMA, ACT Emergency Services Authority as Manager Joint Plans and Joint Operations Officer, ACT Department of Justice and Community Safety as Executive Officer Emergency Management Policy, in ACT Disaster Recovery Coordination as Deputy Recovery Manager, and in the ACT Emergency Services Bureau in Emergency Management. Scott has also represented the ACT on the Australian Emergency Management Committee, and in various national and local forums on emergency management and critical infrastructure protection.

Scott has also worked as a Social Worker in the Government and Non Government Community Sector. As a Disaster Recovery Manager Scott facilitated recovery efforts in a range of emergencies including the Jolimont Centre Siege and Shooting, various residential and industrial fires, bushfires and floods. As a Social Worker Scott has regularly lectured on a range of issues to conferences and provided supervision to post graduate students for a number of Universities and Institutions.

Born in Adelaide, South Australia, he is a graduate of the Australian National University, Charles Sturt University and the Emergency Management Australia Institute (DSAC).

Scott has considerable experience on a number of boards and is a past president of the ACT Branch of the Australian Association of Social Workers where he served on the committee for over ten years.
