Head of Civil Defence & Emergency Management/Principal Rural Fire Officer (Palmerston North, New Zealand, closes 14 July 2008)

The Palmerston North City Council is looking for an enthusiastic and motivated person with a positive attitude to take on this exciting role. The ideal candidate would be a people person with strong communication, leadership, planning and organizational skills.

Desirable attributes:

  • A Degree/Diploma in Emergency Management or equivalent level of learning through experience.
  • A working knowledge of the procedures associated with Civil Defence and Emergency Management under the CDEM Act 2002 and the Forest and Rural Fires Act 1977 (and subsequent amendments and regulations).
  • Experience in the application of the Coordinated Incident Management System (CIMS) model.
  • Proven experience in the coordinating, developing and delivering of training and working with volunteers.
  • Familiarity with modern information technology (e.g. GIS) for the management of these services would be advantageous.

Focusing on the 4 R's to Community Resilience, (Reduction, Readiness, Response and Recovery), the work generally involves managing the service delivery of Council's Civil Defence & Emergency Management and Rural Fire activities and close liaison with other agencies such as the Ministry of Civil Defence & Emergency Management, Regional Council, Territorial Authorities, Emergency Services and Community groups in a business-like manner.

The position offers outstanding opportunities to undertake a variety of interesting work and at the same time enhance one's professional career. A key part of the role is to be part of a 'on call' Duty Officer 24-7 system to respond to emergency calls in the Palmerston North area.
