Understanding the vulnerabilities of infrastructure and their capacity for recovery following a major disruptive event is crucial for everyone owners, users and those organisations who depend on their services.

Risk mitigation requires a comprehensive appreciation of the vital role of risk communication. This is essential in establishing realistic expectations of performance and service restoration.
